TWIRT 64 - LPFM and CALM

The US Congress passed new LPFM legislation, directing the FCC to change the rules, allowing more Low Power FM stations on the air.  What does this mean for LPFM?  For full-power broadcasters?  And what engineering advice does our panel of engineers have for LPFM stations?  Plus, can you regulate TV volume? Congress thinks they can.
